The City of Missoula is seeking proposals for the Pathways to Housing Stability project, which aims to improve housing stability and reduce returns to houselessness through targeted, long-term housing support services. The project will partner with nonprofit, faith-based, and behavioral health agencies to build a housing retention case management program. The goal is to create teams that provide personalized services to address substance use recovery, income barriers, health needs, and other factors that impact long-term housing stability.
• The project will focus on providing services to individuals who are unhoused or at risk of becoming unhoused, including those impacted by opioid use.
• The selected organization will be expected to provide a comprehensive program that includes housing retention case management, post-tenancy supportive services, and other forms of support.
• The program will be expected to serve a minimum of 75% of program participants who will retain stable housing after working with housing retention case management teams for 12 months.
• The project will be funded through the Montana Opioid Abatement Trust, with a budget of $945,000 available for the project.
• The project will run from July 1, 2026, through June 30, 2028.
