RFP - Electronic Health Record System

County of El Dorado is seeking a qualified firm to design, implement, and maintain a fully integrated Electronic Health Record (EHR) system for its Probation Department. The solution must support medical, behavioral‑health, case‑management, and CalAIM‑compliant Medi‑Cal billing for both juvenile and adult clients, include robust data‑security and HIPAA compliance, and provide seamless integration with the County’s existing case‑management system and health‑information exchange. The contract is a three‑year term with ongoing support, training, and maintenance services. • Core EHR platform with unified longitudinal records, role‑based access, and separate handling of juvenile vs. adult data. • Required APIs (REST, OAuth 2.0), event‑based notifications, and cloud‑hosted environment with test and production instances. • Comprehensive professional services: project management, system configuration, data migration, integration, user training, and 24/7 support/maintenance. • Mandatory compliance with HIPAA, CMIA, 42 CFR Part 2, and CalAIM billing rules, plus a detailed information‑security assessment. • Evaluation based on qualifications, experience, work plan, requirements matrix, security assessment, and cost proposal.
