The State of Tennessee is seeking a qualified vendor to provide statewide GIS technical, management, and training services supporting the Next‑Generation 911 (NG911) program for the Tennessee Emergency Communications Board (TECB). The contractor must operate and maintain the NG911 Spatial Interface, ingest and quality‑control GIS data from 100 Emergency Communications Districts, coordinate with the NGCS provider, develop and deliver training, and produce regular reports and dashboards—all built exclusively with Esri tools and delivered under an open‑standards model.
• Operate, upgrade, and support the NG911 Spatial Interface using only Esri file formats (SDE, File Geodatabase, Shapefile).
• Provide on‑site and remote technical assistance, QC, and data upload to the Intrado Enterprise Geospatial Database Management System.
• Design and deliver 1‑2 day instructor‑led courses, video tutorials, and web‑based training for ECD/PSAP staff.
• Produce monthly status reports, quarterly presentations, and ad‑hoc GIS dashboards for TECB leadership.
• Maintain Esri Gold/Platinum Partner status, comply with FIPS‑validated encryption, SOC 2 Type 2, and disaster‑recovery requirements, and hold appropriate insurance and certifications.
