This contract provides a statewide, fixed‑price service to perform substantive reviews of Rent‑Comparability Studies (RCS) submitted by Section 8 Project‑Based Rental Assistance property owners. The contractor must hold a South Carolina Certified General Appraiser license, apply HUD’s Section 8 Renewal Policy Guide, and deliver each review within seven calendar days of receipt. The work covers all South Carolina regions, with an estimated volume of 120 studies per year for five years (maximum contract value $450,000). The contract is awarded through full and open competition, with unit‑price pricing not to exceed $750 per study, and includes automatic one‑year renewal options unless the State provides a 30‑day non‑renewal notice.
