The County seeks a cloud‑based, SaaS Re‑Entry Management System to automate intake, case management, secure communications, reporting, and compliance for the Gwinnett Re‑Entry Intervention Program (GRIP). The solution must be a production‑ready, multi‑tenant platform with full audit trails, CJIS, HIPAA, and SOC 2 Type II compliance, and must integrate outbound daily with the SmartCOP jail‑management system while supporting access via Securus tablets. The vendor will deliver the software, 24×7 support, training, documentation, and a disaster‑recovery plan, all under an annual contract.
• Mandatory certifications: SOC 2 Type II, CJIS, HIPAA (plus optional NIST 800‑53, SSAE‑16).
• Required functionalities: intake automation, configurable case plans, secure messaging, dynamic reporting, mobile‑friendly participant portal (up to 3 years post‑release), and role‑based access.
