The South Carolina Department on Aging seeks a comprehensive, web‑enabled Aging Services Information System (ASIS) to support case management, financial processing, service‑transaction tracking, survey collection, document storage, and workflow automation across the state’s aging network. The solicitation is modular; vendors may bid on any combination of six functional “lots” (Core, Financial, Service Transactions, Micro Transactions, Survey System, Document Library) and must demonstrate ability to integrate with a central database via APIs, meet state security standards, and provide training and support. The contract is a maximum seven‑year award (one‑year base plus six one‑year renewals) with a 12‑week delivery window after purchase order issuance.
• Provide a cloud‑hosted or SaaS solution (or perpetual license) with modules for core case management, billing/payments, surveys, document library, micro‑transactions, and workflow/e‑signature.
• Ensure integration with the Core database, meet SC security/compliance (AES‑256, WCAG 2.1 AA, US‑based data centers, 3‑year audit logs).
• Deliver project management, risk mitigation, training, and a help‑desk with ≤5‑minute critical‑issue response.
• Offer separate line‑item pricing for each module (Basic, Premium, Premium +), with annual price‑adjustment provisions.
