The City of Chula Vista is seeking a qualified contractor to operate an on‑demand, shared‑ride micro‑transit service using an all‑electric fleet. The contract includes turnkey management of the existing Community Shuttle program and, optionally, a HealthLink vehicle for prioritized healthcare transportation. The contractor must provide technology‑enabled reservation, dispatch, and reporting platforms, as well as customer service, fare administration, and compliance with ADA and environmental standards. The initial term is six months, with two possible one‑year renewals, and total budget up to $415,000 for the first term.
• Provide an all‑electric fleet (minimum four passenger EVs + one ADA‑accessible WAV) and operate door‑to‑door micro‑transit within the designated service area.
• Deliver a technology platform (mobile app, telephone reservation, driver app, City dashboard) for real‑time scheduling, routing, and performance monitoring.
• Manage customer service, fare collection (city‑approved fare structure), data reporting, and community outreach; meet performance standards such as ≤16‑minute rider wait time and ≥3.0 service ratings.
• Optionally add a HealthLink electric SUV to prioritize healthcare trips, with separate reporting and outreach, subject to funding.
• Contract duration: 6‑month base term (ending 30 Jun 2027) with two optional one‑year extensions; budget up to $340 k base + $75 k optional for the first term.
