Description

The City of Lodi is seeking an experienced contractor to manage its Transit Advertising Revenue Program. The contractor will be granted exclusive rights to solicit, market, sell, design‑coordinate, install, maintain, and administer advertising on the city’s transit vehicles and bus shelters. The program currently includes roughly 23 exterior‑advertising‑eligible vehicles and 11 bus shelters, with the inventory subject to change. The contract term is three years (January 1 2027 – December 31 2029) with up to two optional one‑year extensions. Compensation is based on a revenue‑share model (minimum 46% of net advertising revenue) plus a guaranteed minimum annual payment of at least $50,000. The award will be made by the City Council after a competitive evaluation of technical capability, past performance, and projected revenue. • Scope: sales, contracting, design coordination, installation, maintenance, reporting, and overall program management. • Assets: ~23 transit vehicles (exterior wraps, side/rear panels) and ~11 bus shelters (advertising panels). • Term: 3‑year base with two 1‑year renewal options. • Compensation: revenue‑share (≥46%) + minimum guaranteed payment (≥$50k per year). • Submission: technical and price proposals submitted separately by Oct 9 2026 (electronic). • Evaluation criteria: personnel/capacity (20%), past performance (20%), technical approach (20%), projected revenue to the city (40%).

Budget estimate

$600,000 – $1,500,000

Based on typical transit‑advertising revenues for a midsize California city, 23 vehicles and 11 shelters can generate roughly $200‑$350 k per year in gross ad sales. With a minimum 46% revenue‑share plus a $50 k guaranteed floor, the contractor’s net earnings could range from $120 k to $250 k annually, or about $360 k to $750 k over the three‑year base term. Optional extensions could add similar amounts. The estimate assumes moderate market demand, standard ad rates, and successful sales effort.
