Framingham Remote Terminal Bus Service (Massport RFP)

Massport is seeking a qualified operator to run a secure “straight‑to‑gate” shuttle service between Boston Logan International Airport and the newly built Framingham Remote Terminal. The operator must provide all buses, drivers, maintenance, security screening, fare collection, and technology integration, while meeting strict TSA/DHS security and insurance requirements. The contract is a one‑year base term with two optional one‑year extensions, beginning March 1 2027. • Operate hourly shuttle service (4 a.m.–11 a.m., 7 days/week) with at least five motorcoach buses (2023+ model, wheelchair‑lift, ADA‑compliant). • Provide full staffing (drivers, ramp agents, ticket agents, supervisors, general manager) and maintain required background checks, SIDA badges, and security seals. • Deliver technology replacement (online ticketing, parking integration, AVL/CAD, Wi‑Fi) and meet Massport’s security‑program (ASP/AOSSP) compliance, including insurance of $100 M Aviation CGL.
