Description
The State of Alabama, through its Alabama State Military Department, is seeking a qualified vendor to provide comprehensive vault maintenance, repair, and emergency lockout services for GSA‑approved vaults located at multiple Alabama Army National Guard facilities. The contractor must perform preventive maintenance, inspections, lock repairs, emergency entry, and detailed reporting in strict accordance with FED‑STD‑809E (Feb 17 2023). All work must be performed by GSA‑certified technicians, with no subcontracting allowed, and the vendor must maintain an Alabama‑based storefront, appropriate licensing, and minimum insurance coverages.
• Preventive maintenance & inspections of mechanical and electromechanical GSA vault locks (FF‑L‑2937, FF‑L‑2740/FF‑L‑2938) and vault doors per FED‑STD‑809E.
• Repair or replacement of lock hardware, emergency lockout services, and battery replacement (every 5 years or as needed).
• Mandatory response times: standard service call within 7 working days; emergency response within 24 hours; post‑service notification within 24 hours.
• Detailed reporting after each visit, line‑item invoicing, and pre‑approval for any additional repairs.
• Contractor must hold a valid Alabama business license, provide two hourly labor rates (regular and emergency), and maintain minimum $1‑2 M insurance limits.
• Base contract term of 12 months with up to four optional 12‑month extensions; no subcontracting permitted.
