Professional Services for HOME Program & URA Property Standards Inspections DSS/NSPIRE Contractor Services

The City of Cleveland, Department of Community Development is seeking one or multiple vendors to perform federally-mandated Decent, Safe, and Sanitary housing inspections for the HOME Investment Partnership Program and Uniform Relocation Act requirements. The selected vendor(s) will conduct inspections of single-family, duplex, or multi-family residential structures, with 1-4 bedrooms, and must be Bonded, State of Ohio Certified Building Inspectors. The inspections will include interior, exterior, basement, and common areas, and the vendor will be required to submit inspection forms and photographs as part of the inspection process. • The vendor will be responsible for scheduling inspections with property owners and tenants, and for completing inspections within a specified timeframe. • The vendor will be required to submit invoices monthly, with detailed information about each inspection, including the address, unit number, and number of bedrooms. • The City of Cleveland is committed to providing opportunities for minority-owned and women-owned businesses, as well as Cleveland-area small businesses, to participate in City contracting. • The selected vendor(s) will be required to comply with the City's Cleveland Area Business Code and to make a good-faith effort to subcontract with certified Minority Business Enterprise (MBE), Female Business Enterprise (FBE), and Cleveland Area Small Business (CSB) firms.
