Out-of-Home Foster Placement Locator and Tracking Software Management System

The County of Riverside is seeking a secure, automated, Out-of-Home Foster Placement Locator and Tracking Software Management Solution to provide a full range of automated services for Social Workers to enhance the quality and efficiency of efforts to match children in out-of-home care to placement resources which are most likely to meet their needs. The system should be highly expandable, upgradable, user-friendly, fully-supported, and mobile, with GIS capability and a central point of data entry for departmental staff and external placement providers. The scope of work includes searching and locating available placement homes, interacting with placement providers, interfacing with Child Welfare Services/Case Management System (CWS/CMS) data warehouse, creating a central point of data entry, providing alerts, decreasing the amount of time to locate an appropriate placement, maintaining detailed information for each placement type, identifying the best match for a child or sibling set, and providing accessibility to social workers through electronic devices. • The system should be compliant with all HIPAA and PII requirements. • The system should include search capacity, information regarding placement availability, and may interface with other CSD placement resource systems. • The system should provide on-going support, trouble shooting, and training of CSD placement staff. • The system should be able to query and create reports based on region, zip codes, length of stay, number of placement denials, pending searches, etc.
