Description
The Commonwealth of Massachusetts Department of State Police is seeking qualified vendors to provide a full‑service bicycle solution—including supply of bicycles, parts, accessories, and on‑site repair and tune‑up services—under a blanket, open‑type procurement. The contract will be awarded on a best‑value basis, with points allocated for price, experience, prompt‑payment discounts, references, SBPP certification, and a Supplier Diversity Program plan. Vendors must be able to meet the RFR specifications, offer competitive pricing (with possible discounts for early payment), and demonstrate capability to service the State Police fleet over the contract term. The award will be a 24‑month base period with up to three optional 24‑month extensions, for a potential maximum term of eight years.

• Evaluation based on price (30 pts), experience (20 pts), prompt‑payment discount (10 pts), references (20 pts), SBPP certification (15 pts) and SDP plan (10 pts).
