Short Term Rental Registry and Occupancy Tax Collection SaaS Solution

The County of Orange (“County”) is seeking proposals from experienced, qualified offerors for a comprehensive, scalable, secure, cloud-based software-as-a-service (“SaaS”) solution designed to enable County to efficiently and fully manage and administer a registry of short term rental units and hotels operating within the bounds of Orange County, New York, and collect occupancy tax imposed on the operators and/or owners of such establishments (“Solution”). The objective is to implement a Solution to support compliance with Article 12-D of the NYS Real Property and permit Operators and owners of record as found in the Real Property Tax Records (“Owners”) of Hotels (as such term is defined in §02(e) of Local Law 12 of 2025) and Short Term Rental Units (as such term is defined in §02(p) of Local Law 12 of 2025) to register their rooms. Additionally, the Solution must allow for the collection and remittance of occupancy taxes. Only one (1) Contract will be awarded under this RFP.
