Description
New Orleans RTA seeks a consulting firm to conduct a comprehensive assessment of its transit operations—including paratransit, bus, streetcar, and ferry services—to identify inefficiencies and deliver actionable improvement recommendations. The consultant will evaluate organizational structure, dispatch processes, performance metrics, staff training, policies, internal controls, data management, ADA compliance, and pilot‑program governance, producing detailed reports, SOPs, dashboards, and presentation materials. The engagement is fixed‑price, not‑to‑exceed $100 k, with a six‑month performance period and a requirement for bi‑weekly progress reports.
• Perform organizational and management‑structure review for both paratransit and fixed‑route services.
• Assess dispatch, operations, KPI framework, and data‑quality processes (Trapeze PASS 18).
• Develop training curricula, SOPs, internal‑control recommendations, and ADA‑oversight proposals.
• Deliver editable and PDF versions of all reports, dashboards, and final implementation roadmap.
• Provide bi‑weekly written updates and possible presentations to senior RTA leadership.
