Description

The National Highway Traffic Safety Administration (NHTSA) is seeking a contractor to design, develop, and pilot test a smartphone application (APP) that supports older drivers by reducing their cognitive workload. The APP will assist older drivers in avoiding risky traffic situations and alert them to upcoming changes in the driving environment. The contractor will also design a field operational test (FOT) to document the APP's effects on older adults' driving habits and performance. The final deliverables will include the final version of the APP and a final report that describes the APP's purpose, development process, and the naturalistic driving study design. Key features of the APP may include: • Proactive alerts to older drivers about approaching changes in the driving environment, such as speed limit transitions, sharp curves, and complex intersections • Route options that avoid high-demand maneuvers, such as unprotected left turns • Reduction of cognitive workload for older drivers • Assistance in avoiding risky traffic situations The contractor must be registered in the Systems for Award Management Database and must submit a proposal that conforms to the solicitation.

Budget estimate

$1,000,000 – $5,000,000

The budget for this project can be estimated based on the scope of work and the duration of the project. The project involves the design, development, and pilot testing of a smartphone APP, as well as the design of a field operational test (FOT) to document the APP's effects on older adults' driving habits and performance. The project duration is 60 months. Assuming a moderate to high level of complexity and a team of developers, designers, and researchers, the total project cost could range from $1 million to $5 million. This estimate takes into account the costs of personnel, equipment, software, and other expenses. Factors that may influence the likely payment range include the level of competition, the complexity of the project, and the experience and expertise of the contractor.
