Description
The State of North Dakota, via its Department of Health and Human Services, is seeking a qualified vendor to design, develop, implement, host, and provide ongoing support for a Medicaid Provider Enrollment Management System (PEMS) that will become the system of record for all provider data. The effort includes data migration of ~925 GB of legacy data, integration with the State’s IBM FileNet repository, development of APIs through the System Integration Platform (SIP), comprehensive training and organizational change management, and a six‑year maintenance and operations (M&O) support period with optional renewal options.
• Core deliverables: full‑life‑cycle software design, configuration, data conversion, testing, training, documentation, and CMS Streamlined Modular Certification.
• Mandatory integrations: SIP‑based REST/SOAP/JMS interfaces, FileNet ECM, existing Medicaid enterprise applications, and Azure AD/Entra ID for authentication.
