The State of North Dakota’s Department of Health and Human Services is seeking a qualified vendor to design, develop, implement, host, and provide ongoing support for a Medicaid Provider Enrollment Management System (PEMS). The system must be fully compliant with federal Medicaid, HIPAA, and state regulations, integrate with the State’s Medicaid Enterprise System via the System Integration Platform, and offer a self‑service portal for providers with automated workflows, risk‑based screening, and comprehensive reporting. The contract includes a six‑year initial term with options for extensions, and the award will be based on a combined technical (75 points) and cost (25 points) evaluation.
